Many federal agencies and foundations offer grants, awards and fellowships that limit the number of applications that can come from one institution. In order to increase the chances of successful applications from Rush University, we have established a procedure to review pre-proposals.
Pre-proposal process
Limited submission announcements will be posted on the limited submission opportunities page and shared in email updates. Register for our research distribution list to be sure you receive the latest news.
Instructions and deadlines for pre-proposal submission will be included for each opportunity. Most pre-proposals require a letter of support from the PI’s nominator, Dean or Chair.
After the deadline, all submitted pre-proposals are reviewed by the Senior Leadership Proposal Review Committee, appointed by the Vice Provost for Research. The Committee discusses the relative merits and limitations of each, then chooses the proposal(s) believed to have the greatest chance of being funded, and the greatest positive impact on the University.
All applicants are notified of the Committee’s decision. Occasionally, the Committee may provide feedback and recommendations to successful candidates in the hopes that the quality of the full proposal can be enhanced.
Selection criteria
The committee ensures that selected pre-proposals:
- Meet all eligibility requirements
- Are scientifically and technically strong
- Promote the greater University research mission
Each pre-proposal is also carefully evaluated against the selection criteria provided by the sponsor.

If you identify a grant opportunity restricting the number of applications from a single institution that is not listed on the limited submission opportunities page, please contact us before preparing your proposal. You’ll need to collaborate with our offices in order for your funding application to be submitted through Rush University.
